The tree is dangerous, and if left unchecked, it will wreak havoc on everyone living in New Atlantis. Before it gets to that point, Kelton wants to try one final solution. If you fail, then the tree must be destroyed. Get a sample of ancient wood from Akila City and broadcast waves to soothe the tree during the quest Late Bloomer.
Late Bloomer Walkthrough
Speak to Kelton Frush
After completing the previous quest, Out On A Limb, you need to wait another 24 in-game Universal Time hours before he'll be available again. After resting at a nearby bench to start the quest, Late Bloomer, speak to him. He'll ask you to procure a sample of ancient wood from the Coe Heritage Museum in Akila City, as it'll let him synthesize a response similar to what the tree is searching for.
Speak to Leah Casler
Head to Akila City on the planet Akila in the Cheyenne Star System. Head to the left of Akila City, where you'll find the Coe Heritage Museum.
Head inside and speak to the receptionist, Leah Casler, about the branch. You can bring along Sam Coe for some additional dialogue.

Get the Branch from Leah
No matter what you say, Leah will be unwilling to part with the branch initially. You can try a couple of other methods to get the branch:
- Use Persuasion to get the branch from Leah.
- Use Negotiation to bribe Leah to give you the branch.
- Sneak behind her and open the Expert-locked safe to get the branch.
If you fail to persuade her, she'll suggest you buy some leftover branches she gave to Earl Fulton.
Get a Branch from Earl Fulton
Head to Earl Fulton, who will be outside the garbage heap he calls Honest Earl's Alien Extravaganza. Earl will only part with the branch if you pay him 500 Credits, and you can't steal it from him.
Deliver the Branch to Kelton Frush
Return to Kelon Frush is New Atlantis and hand him the branch so he can study it.
Wait for Kelton
Sit at the nearby bench and wait a few hours for Kelton to finish analyzing the sample you gave him.
Speak to Kelton Frush
Kelton will have synthesized a low-frequency emission that will cause the tree to stop its waves. He'll ask you to play it over the SSNN speakers.
Upload Audio to an SSNN Terminal
Head to the SSNN building and make your way inside.
Go to the terminal on the wall and interact with it.
Run a Diagnostic
You can now Upload Diagnostics and then Run Diagnostics to have the frequency play. You won't be able to hear it as it's only meant for the tree.
Return to the Tree
Make your way back to the tree one last time.
Speak to Kelton Frush
Speak to Kelton, and he'll tell you the plan is working. The speaker broadcast has managed to calm down the tree and suppress its vibrations. He'll thank you and give you your reward for completing this short series of quests.
